Case Backlogs

The Case Backlogs program was a national initiative funded by Stand Together Trust (STT) to help prosecutors address delays in case processing. It provided insights into the scale of case backlogs across jurisdictions and promoted effective strategies to reduce them. The Association of Prosecuting Attorneys (APA) led the effort, offering training, technical assistance, and access to case backlog resources.

Prosecutor offices were invited to apply for support through a formal request for proposals. APA also provided ongoing help, allowing offices to request peer-to-peer exchanges or access materials at any time. This flexible support helped offices improve efficiency and reduce delays.

Pilot Sites and Collaboration

Five pilot sites were selected to participate and serve as models for other jurisdictions:

  • Suffolk County District Attorney’s Office (MA)
  • Ramsey County Attorney’s Office (MN)
  • August Judicial Circuit (GA)
  • Gallatin County Attorney’s Office (MT)
  • Elmore County Attorney’s Office (ID)

These offices worked closely with APA to test and refine backlog reduction strategies. Their experiences helped shape the program’s recommendations and contributed to a shared knowledge base for other prosecutors.
