NEWPORT NEWS - Newport News Commonwealth's Attorney Howard Gwynn has for years fashioned his teams of prosecuting attorneys based on the kinds of crimes they go after. But over the past four months, Gwynn has sharply changed his office's structure - largely breaking down his teams of prosecuting attorneys by geographical area. Instead of going after certain kinds of crime, one team handles prosecutions for crimes in the city's South Precinct, another covers the Central Precinct, and a third handles the North Precinct. As in the past, another team handles juvenile and domestic cases. Under the change that Gwynn instituted on April 1, attorneys on the geographic-based teams are supposed to spend time working and getting to know people in their districts.
